The United States has released a list of 114 senior political figures and 96 oligarchs, in the implementation of CAATSA (Countering America’s Adversaries Through Sanctions Act).

CAATSA was designed to punish Russia for interference in the 2016 US presidential election.

CAATSA passed House of Representatives on July 25, 2017 (419-3), passed The Senate on July 27, 2017 (98-2) and was signed into law by President Donald Trump on August 2, 2017.

On January 30, 2018 State Department spokeswoman Heather Nauert said in a statement:

“Today, we have informed Congress that this legislation and its implementation are deterring Russian defense sales.”

“Since the enactment of the… legislation, we estimate that foreign governments have abandoned planned or announced purchases of several billion dollars in Russian defense acquisitions.”

“From that perspective, if the law is working, sanctions on specific entities or individuals will not need to be imposed because the legislation is, in fact, serving as a deterrent.”

The olidgarchs’ names matched exactly a list of 96 Russian billionaires compiled by Forbes magazine on March 29, 2017.

An alternative list of Russian oligarchs who made their money corruptly from their ties with Putin was compiled but then cancelled last week by a top Trump administration official according to Anders Åslund a Russia expert who was consulted on the formation of the orignial list.

Åslund stated:

“It is a serious attempt by someone high up in government to make the US government and Congress look ridiculous.”
